Unfortunately, such systems will not be very useful in determining which schools or programs are most effective at preparing students for success in college or gainful employment, nor will they help to evaluate the cost-benefit of programs like preschool, after school, Healthy Families, and others that target at-risk youth. It will take much deeper work to integrate the silos of information that currently exist and to build a comprehensive educational information system for California.

Abundant research demonstrates the need to create an integrated, longitudinal data system for California’s Education System. In 2007, the Getting Down to Facts determined that:

“California is lagging most other states in developing education data systems capable of helping policymakers and others understand how schools are doing and how resources can be deployed most effectively to increase student learning.”

Similar conclusions have been drawn by EdSource, the Data Quality Campaign, the Public Forum on School Accountability, and the Alliance for Excellent Education.
